Laptops have an unfortunate label as they actually don't do too well on your lap, or pillow/bed/couch, or anything that generates heat or doesn't allow airflow. Ramping fans can be normal behavior based on many factors.
A few things that can lead to ramping fans are:
1. laptop on your lap or other warm place that does not allow airflow
2. incompatible software or 3rd party software
3. too many apps open or tabs open in a browser for the amount of RAM/CPU your machine allows
4. apps that are processor intensive
5. watching videos/youtube
6. having peripheral devices plugged into laptop that draw extra power
7. software out of date or in the middle of trying to update
So, long complicated story short: ramping fans are most likely normal behavior based on many variables. To reduce it, be sure to keep the laptop on cool surfaces that allow airflow, especially if the laptop is plugged in and even more important still if you have peripherals like USB devices or a monitor etc plugged in.
